Richie Tsai is the Provost of the Taiwan AI Academy, Taiwan's leading institution in AI education. He oversees the Academy's operations, consulting services, and research development, transforming it into a dynamic platform for collaboration across AI disciplines and sectors. Taiwan AI Academy educates over 11,000 AI talents from 2,200 organizations in 15 industries. Before joining Taiwan AI Academy, Tsai served as Senior Director for SAP Greater China, overseeing market strategy, technical services, and business operations. His previous roles include senior roles at Oracle and at Teradata. With over 25 years of experience in emerging information technology fields such as artificial intelligence, data science, cloud services, and digital transformation, Richie is an AI evangelist with deep expertise in information technology and ecosystem development.

Dr. Ling-Jyh Chen is currently the Chief Executive Officer of Taiwan AI Academy and a Research Fellow at the Institute of Information Science, Academia Sinica. He also serves as the Director of the Department of Information Technology Services at Academia Sinica. Dr. Chen holds a PhD in Computer Science from UCLA, specializing in Internet of Things (IoT), Mobile Wireless Networks, and Spatio-temporal Big Data Analysis using AI technologies. His most notable achievement is the Micro PM2.5 Sensor System, which has successfully deployed over 20,000 sensors in 59 countries worldwide. This system promotes research and development in the field of micro air quality sensing, encompassing hardware and software, as well as real-time data analysis and smart city technologies.
Beyond his academic research, Dr. Chen leads the information technology team at Academia Sinica to advance areas such as information security, administrative computerization systems, computational services, and digital learning. Recently, he led his team in introducing generative AI technology into administrative services, aiming to enhance the efficiency and quality of all academic administrative services. Since joining Taiwan AI Academy, Dr. Chen has been responsible for promoting AI capability certification and government AI adoption. He aspires to contribute positively by elevating AI literacy, fostering technological development, and driving industrial transformation through AI applications across various sectors.
Connyn Kang-Lin Chang is a seasoned AI professional, serving as Chief Strategy Officer and Executive Director of the Taiwan Artificial Intelligence Association (TAIA). She is currently pursuing her Ph.D. in Computer Science and Information Engineering at National Central University.
She holds an MSc in Finance from the ICMA Centre, Henley Business School, Uni. of Reading, U.K., and has completed the Executive, Tech, NLP, and LLM programs at the Taiwan AI Academy (AIA), with a focus on AI, FinTech, and advanced technology leadership. Connyn also contributes her expertise as a member of the Executive Yuan Open Data Advisory Committee and the Presidential Hackathon Expert Counseling Team.
Since 2019, she has led AI Talk/AI Day, Taiwan’s largest recurring AI community event series, fostering cross-sector collaboration and knowledge sharing. As a recognized moderator and bilingual host, she has been featured at major industry gatherings including the AI Annual Conference (2020–present), the 2025 AI Forum, the AI Award Ceremony (2023–present), and international platforms such as the UK–Taiwan and USA–Taiwan AI+ Smart Manufacturing Conferences.
